Hi, well you probably know it is the administrative headquarters for the Prince William County School system. It's quite a pretty building, lots of glass, very modern and functional. You can read more about it's design at:

All in all, I think it was designed to be a very nice, modern, energy efficient place to house a large school system's administrative staff. I suspect it has very nice meeting areas and that sort of thing -- although I've never been there myself.
